President Abraham Lincoln replaced the losing Union Army generals and now, on New Year’s Day 1862, is pinning his hopes on Gen. George B. McClellan, head of the 175,000 Army of the Potomac; Gen.Don Carlos Buell in Kentucky, and Gen. Henry W. Halleck in the Mississippi Valley. Halleck was born in Westernville in Oneida County in 1815. The 14th and 26th New York regiments – made up of men mostly from Oneida County – arewith McClellan. The annual Mother Lavender New Year’s Day dinner for those in need serves more than 600 at 507 Broad St. in Utica. The late Elizabeth Lavender, born into slavery, began the dinner in 1900. Elizabeth Jackson now carries on the tradition in her home. Among those assisting are Henrietta Titus, Bernice Freeman, Aleese Ebo, Louis Gregory, Virginia Brown, Marian Hill, Guy Anderson, Rena Clausen, Anna Bouck and Jerry Williams. Utica’s first Republican- controlled Common Council since the late 1920s unfurls a 14-point program which features a push for new industries, a municipal garage, the formation of a crime-investigation committee and a plan to trim the power of the mayor in the appointments of an auditorium manager and parks commissioner. Republicans on the council: Robert Lynch, Leo Carville, E. Porter Felt, John Weiler and Gordon Hathaway. Democrats: Louis Tomaino, Vincent Wereszynski, Fred Trino and Frank Andrello. Arley Davis is the week’s top bowler whenhe blasts a 714 series for Stan’s Hotel in the Clinton- Clark Mills League on games of 244, 236 and 234.
