BREAKING: ROS-LEHTINEN TIES U.N. FUNDS TO PALESTINIAN STATEHOOD VOTE -- Timed to a symbolic vote on Palestinian statehood at the United Nations next month, House Foreign Affairs Committee Chairwoman Ileana Ros-Lehtinen is unveiling her long-in-waiting U.N. reform bill today. Huddle obtained a copy of the 153-page bill, which would block U.S. funding of any United Nations entity that upgrades the status of the Palestinians before the Israeli-Palestinian conflict is resolved, ban contributions to the United Nations Relief and Works Agency for Palestine Refugees until U.N. policies are changed, and both prohibit the U.S. from sitting on the Human Rights Council and withhold a portion of U.S. funds based on the HRC budget until a series of criteria -- including the termination of a permanent investigation into Israel's human rights record -- are met. While the main title of the bill is aimed more generally at enhancing U.S. leverage at the U.N. by withholding a share of U.S. dues if the U.N. doesn't shift from its current assessment-based model to a voluntary dues system in two years, it's the bill's focus on Israel and the Palestinians that stands out. "The Chairman is introducing the bill in advance of the expected unilateral campaign by Palestinian leaders for recognition of a Palestinian state at the UN outside of a negotiated agreement with Israel," Ros-Lehtinen spokesman Brad Goehner said in an e-mail to Huddle last night. "The text includes a section that follows in the successful precedent set by the George H.W. Bush Administration in 1989 by withholding U.S. funding to any UN entity that upgrades the status of the Palestinian mission. It contains other provisions conditioning U.S. funding to the UN on the implementation of concrete reforms. The bill will be introduced with the support of several dozen original co-sponsors.
