New efforts to 'sell' Deming Jobless rate hits 21 percent during recession

The jobless rate in Deming and Luna County, N.M., has historically been high, but during the current recession, it’s going to extremes.
In May, the most recent month that U.S. Department of Labor statistics for the area are available, the unemployment rate hit 21.5 percent.
Compare that with just 7.9 percent in Dona Aña County to the east. Its nearest rival is Mora County at 15.6 percent.
Linda Smrkovsky, Luna County’s director of marketing and economic development, is one of the people trying to “sell” the county to bring in new businesses.
Smrkovsky says the current unemployment crisis happened “when the housing boom crashed” a few years ago in the county.
She says there weren’t a lot of foreclosures, but “real estate is not selling.”
The county has 25,095 residents as of the 2010 U.S. Census. According to 2009 figures, 30.5 percent live below the poverty line, and median household income is $25,883.
The main reason given for the perennial high unemployment is the fieldworker sector. The work drop offs in the chile and onion fields during the winter and spring, causing unemployment rate to rise.
But the overall rate has gone up in the last couple years.
The list of some of Deming’s assets that Smrkovsky rolls out to prospective companies are its proximity to the international airport in El Paso, about 100 miles away; a small local airport; a railroad through town; a UPS office with “an actual loading station,” and cheap land. She estimates that land in Luna County is about a third of the price of land in Las Cruces.
She mentions that Luna County is on the U.S.-Mexico border, and has the only 24-hour port of entry in New Mexico.
The county offers internal revenue bonds from the state in lieu of tax breaks.
Smrkovsky allows that there is little dramatic economic progress in the county.
