Tribal health center nearly complete
NEW TOWN - The new health center being built in New Town for the Three Affiliated Tribes is nearly finished, said project manager Jim Foote.
Foote said 80 percent of the Elbowoods Memorial Health Center is done and just some finishing touches are left. The finishing touches on the road and parking lot also are being done.
The new health center for the Fort Berthold Reservation replaces the existing Minne-Tohe Health Center west of New Town.
It is not a hospital but will provide 24/7 emergency care, although the 24/7 care will not be available immediately.
Ground was broken in October 2009 for the $20 million facility being built north of Fort Berthold Community College.
"It's beautiful," said Brenda Stubstad, laboratory supervisor who was the acting CEO on Wednesday. She said the new facility has much more room. She is a member of the new health center committees.
"It will have four times the space (than the Minne-Tohe) - about 43,000 square feet," Foote said.
In early September, the U.S. Army Corps of Engineers, which is building the health center, will turn it over to the Indian Health Service. IHS then will inspect the facility, with the final inspections scheduled for late September.
Plans are for staff from the Minne-Tohe to begin seeing patients in the new health center in mid- to late October. A grand opening is being planned there for late October.
Marion Trucking and Construction Co. of Dunseith is the general contractor and Comstock Construction Inc. of Wahpeton is the subcontractor. HDR, an architectural firm in Denver, did the design. HDR was recognized nationwide for its work.
Foote said they began moving furniture into the health center about two weeks ago.
The $20 million in federal funds for the health center covers design, furniture, information technology, utilities and road.
Foote said Tex Hall, chairman of the Three Affiliated Tribes, and tribal business council members are actively working with IHS and Congress to get the remainder, around $7 million, which was in President Obama's 2011 budget for IHS. That money would provide for full staffing and services of the health center, Foote said.
