This program, started in 1989, matches state and local dollars for conservation projects. If Texas Parks and Wildlife (TPW) and Ducks Unlimited each contribute a dollar to a wetlands project in Texas, NAWCA puts in two dollars. Without these NAWCA dollars many projects that eventually result in better hunting for us will end or be drastically curtailed. One afternoon Dr. Todd Merendino, DU Manager of Texas Conservation Programs, took us to Tivoli to show us a Texas Coastal Prairie Restoration project. The landowner farms and ranches 2,000 acres in the Guadalupe River bottom off Texas Highway 35. He donated a perpetual easement of 200 acres for wetlands restoration from the larger tact. It was a generous gift. These easements are usually purchased with Federal Duck Stamp revenues. With DU dollars, TPWD dollars and matching NAWCA dollars, a masterpiece of wetlands restoration has happened. A series of small lakes that are flooded with water pumped from the Guadalupe River are filled with lush vegetation. “If you build it they will come,” is certainly true with this project. Hundreds of ducks were on the lakes. What a place to hunt! Sutherland reminded us that the 2012 Farm Bill is under close scrutiny. Vital programs in the bill like the Conservation Resource Program (CRP) and the Wetland Reserve Program (WRP) that pay landowner not to farm certain acreages but to promote natural grasses and weeds that are wildlife friendly, are due for big spending cuts. Eventually it’s the outdoorsmen who feel the affect of these costs in reduced hunting opportunities. Sutherland also discussed the plight of the Federal Migratory Bird Hunting and Conservation Stamp, commonly known as the federal duck stamp. Revenues produced from the sale of this $15 stamp, required of all duck hunters, purchases Federal Wildlife Refuge lands, private landowner easements and funds similar projects to protect waterfowl habitat.
